Bad Allocation or MapHunk exceptions indicate a filesystem/HDD problem. Which was most likely solved when you formatted and installed the new OS.

Just because your OS is 64 bit doesn't mean that the game executable magically becomes 64 bit as well.

Bad allocation and Unable to MapViewOfFile in MapChunk exceptions are generally out of memory errors.

If you're running out of memory like this either PoE is eating/overfragmenting all 2 gigs that windows allocates to 32 bit programs or your RAM + virtual memory(page file) allocation is too low/fragmented.

EDIT: meant to say programs not systems...

The bold is, exactly, what was happening with my rig on 32bit OS. Updating to 64bit OS, with the more robust memory allocations that it allows for, has resolved my issues. 32bit OS, running PoE and only a few, low-resource background programs, ate up all my available memory, and the less robust allocation of the 32bit OS created out of memory issues when loading certain, more memory intense, areas of the game.

Spoiler
Curious as to how one poster inferred that I might have thought going to 64bit OS would somehow cause PoE to run as 64bit exe...I don't believe the language of my post indicated anything along those lines.
